CSC Framework for state and local public
health officials, health-sector agencies,
and institutions to use to establish
and implement standards of care that
should apply in disaster situations under
scarce resource conditions, defined as a
substantial change in usual healthcare
operations and the level of care it is
possible to deliver due to a pervasive or
catastrophic disaster. Change formally
declared by state government. Enables
specific legal/regulatory powers and
protections. Developed by Institute of
Medicine on request of ASPR.
